On 27 August 2024, the Australian Government announced a significant update regarding international student programs with the introduction of a National Planning Level (NPL). This cap will regulate the number of new international students beginning their studies in Australia each year, starting from 1 January 2025.
Australia remains a leading global destination for international education, with thousands of students from around the world choosing to study in the country every year. However, to manage this growing demand and ensure the continued delivery of high-quality education, Australia has introduced the NPL cap. For 2025, the number of new international student commencements at Australian universities will be capped at levels similar to those in 2023.
In recent years, Australia has experienced a significant increase in international student enrolments. The NPL student cap has been introduced to ensure that educational institutions can maintain high standards in their programs, offer robust student support services, and prepare students for successful careers. This measure is aimed at balancing the growth of international student programs while preserving the integrity of the Australian education system.
Beginning 1 January 2025, Australia will limit new international student commencements to a total of 270,000 students across the following sectors:
It’s important to note that this figure only refers to new students starting a course. If a student begins a second course in the same year at the same institution, it will not be counted toward the NPL limit for that year. Additionally, many public universities will have more capacity to enroll new students in 2025 compared to pre-pandemic levels.
