What happened in 2025: the upgrade to Level 2
In March 2025, the Australian Department of Home Affairs raised Nepal's Country Risk Assessment Level from 3 to 2, recognising improved compliance and higher home-return rates among Nepali graduates. This was a significant milestone, it meant fewer documentation requirements, faster processing, and a simpler application process for students targeting the July 2025 intake.
What has changed since: Nepal is back at Level 3
That progress was short-lived. On 9 January 2026, Australia's Department of Home Affairs announced an out-of-cycle re-rating, moving Nepal along with India, Bangladesh, and Bhutan, back to Evidence Level 3 for student visa (subclass 500) applications. The decision was triggered by a spike in fraudulent documents, including forged degree certificates and fake bank guarantees, detected during the peak application period of November–December 2025.

What Level 3 means for your applicationBeing classified at Level 3 does not mean Australia is closed to Nepali students — but it does mean the application process is considerably more demanding. Here is what you need to prepare:
- More extensive documentation
Bank statements for up to 12 months, source-of-funds evidence, authenticated transcripts, and a strict English language test requirement (IELTS, PTE, or TOEFL). - A stronger Genuine Student (GS) statement
Case officers will scrutinise whether your chosen course logically follows your academic background. Generic, template statements are easily identified and lead to refusal. - Stricter financial verification
Bank statements are manually cross-checked against declared income. Large, unexplained deposits close to the application date are a red flag. - Longer processing times
Expect 8 weeks or more. Start your application at least 4–6 months before your intended course start date to avoid missing intake deadlines.
Australia is still very much achievable
