Australia Increases English Language Requirements for Student and Temporary Graduate Visas

As part of the Migration Strategy announced on 11 December 2023, the Australian Government has introduced significant changes to the English language requirements for Student and Temporary Graduate visas. These updates will apply to all visa applications lodged on or after 23 March 2024.

Changes to English Language Requirements for Student Visas

The minimum required English proficiency for a Student visa has increased, ensuring students can better engage with their studies and the community in Australia.

  • Minimum IELTS Score: The required score has been raised from 5.5 to 6.0 (or equivalent) for standard Student visa applications.
  • ELICOS Courses: For students undertaking English Language Intensive Courses for Overseas Students (ELICOS) before their main course, the minimum IELTS score has increased from 4.5 to 5.0 (or equivalent).
  • University Foundation or Pathway Programs: Students in foundation or pathway programs, recognized for providing English language training, will now need a minimum score of IELTS 5.5 (or equivalent). The full list of recognized courses will be available on the Department of Home Affairs website.
  • No Changes: Students studying only ELICOS, full-time school students, secondary exchange students, and postgraduate research students will not see changes in their English language requirements.

Changes to English Language Requirements for Temporary Graduate Visas (TGV)

The minimum English language requirement for Temporary Graduate Visas (TGV) has also been increased:

  • IELTS Score: The required score has been raised from 6.0 to 6.5 (or equivalent) with a minimum of 5.5 in each test component (reading, writing, speaking, listening).
  • Exemptions: Passport holders from Hong Kong and British National Overseas (BNO) are exempt from this increase and will continue to be assessed with a minimum IELTS score of 6.0 (or equivalent), and a minimum of 5.0 in each component.
  • Testing Validity: Applicants must provide evidence of having completed an English language test within one year prior to submitting their visa application.

Accepted English Language Tests for Visa Applications

The Australian Government’s Department of Home Affairs accepts a range of English language tests for visa applications. Below are the accepted tests and the equivalent scores:

  • IELTS (International English Language Testing System): Academic or General.
  • TOEFL iBT (Test of English as a Foreign Language Internet-Based Test).
  • PTE Academic (Pearson Test of English Academic).
  • CAE (Cambridge English: Advanced).
  • OET (Occupational English Test): For health professionals.

Each of these tests must meet the minimum score requirements outlined for Student and Temporary Graduate visas.

Why Have the English Language Requirements Changed?

The changes to the English language requirements aim to improve international students' experience in Australia by ensuring they have the necessary English skills to succeed in their studies and, later, in the Australian workplace. Strong English skills help students integrate into the community, understand their workplace rights, and perform effectively in their chosen careers.
